I've lost the shortcut needed to start the Desktop Register. I have searched through all my installed files and haven't found it. How can I recreate it?

Right click on the desktop and select New>Shortcut. You will need to create a new "target". The target depends to some extent on the local structure of the folders on your PC. The capture below is from a Windows 7 PC. All of the tabs except "shortcut" can be left to the defaults. Let me know if the target examples below are enough help:
Target for Release 1.23.12.xx
"C:\Program Files (x86)\Microsoft Office 2007\Office12\MSACCESS.EXE" /User laseruse /wrkgrp "C:\Windows\SysWOW64\laser.mdw" "C:\Users\orlofsky\AppData\Roaming\DVDR\R1.23.12\DVDReg.mdb"
First sections tells the shortcut where to find MS Access and sets two arguments (work group and user). The last section tell the shortcut where to find your catalog file.
Target for Release 1.23.13.xx
C:\Users\orlofsky\AppData\Roaming\DVDR\R1.23.13\DVDReg.mdb
Note that the work group file is not used in the Release 1.23.13.xx shortcut since Access 2013 does not provide any support for the legacy Access work group file.

I ended up having to re-install since rebuilding the shortcut didn't solve my problem. Despite the promise that upgrading from Windows 8 to 8.1 would preserve all my programs, I found that several needed to be re-installed even though the files were still on my computer. DVDR Desktop turned out to be one of them.
